Priorities of the Fund
The Cooperative Sector investment Guarantee Fund as a governmental organization has missions and special goals for maximum use of the resources and more proximity to the development goals of the country as well as protecting the cooperative and cooperative companies, requires determining and defining the priorities of service provision. To proceed with the goals of the cooperative sector and its alignment with the strategies and goals of the system, it takes applicants in service priorities that could achieve maximum results with the least resources.
Prioritized plans are among designs the importance of them in upstream documents of the system, including the policies notified by the Supreme Leader, the Fifth Development Plan, and the developed 20-year mission document and the excellence goals of the ministry of cooperative, labor and social welfare. With respect to the above-mentioned cases, the priorities of the Fund are as follows:
The knowledge-based cooperative plans: It means the cooperative company which has been established for the purpose of improving science and wealth, development of knowledge-based economy, realization of the scientific and economic objectives including expansion and application of innovation, invention and commercialization of the research and development results including design and production of the cargo and services in superior technologies with abundant value added particularly in developing the relevant software. In the meantime, this type of companies must have necessary confirmations of National Foundation of the Elites. Occupation generating plans: Plans with high employment creation proportion to the investments volume (plans which occupation per capita is less than average employment per capita). Plans with goods and exportation services core: The cooperatives that produce exportable products and services, with value added and net positive foreign currency emergence. The plans aimed at increasing internal products of inputs and basic goods: The cooperative companies that produce strategic products and services and supply importable goods with the goal of reducing reliance to limited and specific countries. Plans of deprived and less developed areas: Plans of cooperatives in deprived and less developed regions, the regions that have been approved through the resolution of the council of ministers in the meeting dated May 10, 2009 based on the proposal number 17257/100 dated May 18, 2008 of the deputy of planning and strategic supervision of the President and based on principal one hundred thirty eight of the Constitution of the Islamic Republic of Iran. The protective plans for parent industries and national plans: Plans of cooperatives that work in main and strategic industries, such as steel industries, steel plants, national agriculture, petrochemical and power plants projects. The employment creating plans for unemployed university graduates and superior talents: Plans of the cooperatives with employment creation for more than five unemployed university graduates.
